JACKLYN ARINAITWE is a member of the EPRC – Commission. She is an Economist, a Researcher and Policy Analyst. She is the Director of Ace Policy Research Institute – a research, advisory, and consultancy firm. She has diverse work experience, having worked with think tanks and academic institutions on socio-economic issues, education policy, economic empowerment, employment creation, public expenditure governance, and sustainable development.
She holds a Doctorate in Economic Policy and Development from the University of Kentucky, USA. She also has a Master’s Degree in Public Administration and a Bachelor’s Degree in Economics from the University of Alabama, USA.

NORAH KATUMBA WANDERA

Norah Katumba Wandera, Email: norah.wandera@gmail.com, has worked in different capacities mainly in government at technical and at management level which helped her to directing, implementing and management of government funded and externally funded programs/projects
and activities in different Ministries and Department.
Norah is a Development Economist and Public Policy Expert, with over thirty (30) years of professional experience in Public Finance Management and Accountability involving; public sector budgeting, public policy formulation, and national and decentralized development planning. In particular, have
led the design and implementation of several Government of Uganda policy reforms. I led the agenda for the restoration of Human Resource (Manpower) Development Planning in Uganda with; the production of the National Human Resource Development Planning Framework that was approved by Cabinet in 2019, led the production of the first National Human Resource Plan and Macro Model for
Occupational skills in Uganda. I have championed the production of several policy papers for the Presidential Economic Council and Cabinet on labor and employment. During my time at National Planning Authority, I contributed technically and as a member of the management team to the production of the Second and Third National Development Plans for Uganda. Further, while at the Ministry of Finance, I contributed to the design and implementation of several Public Finance Management Reforms for planning, budgeting, execution, and accountability.
Norah has served in various entities in Government, ffirst in the Ministry of Finance Planning and Economic Development; the Ministry of Internal Affairs; and the National Planning Authority. I also contributed significantly to the preparation, management, and coordination of donor programmes.

• Post Graduate Diploma in Project Management from Uganda Management Institute 2009.
• MSC in Human Resource management from University of Manchester (UK) 1999.

Key assignments.
1. Led section of the consultancy process of the development of various National Development Programmes and projects.
2. Lead in the execution of bilateral programmes and projects in governance related areas.
3. Lead the development of the National Human Resource plan of the country.
4. Lead various Ministry and department in production of annual budget and workplan and monitoring the implementation of the same.
5. Management of the staff at various level during data collection and supervision to ensure quality data for analysis.

both from Makerere University. George has worked in academia, civil society as
well as consulting. His areas of interest include, economic growth and
development, governance and service delivery, gender, and natural resources
management- particularly land.

Irene Achola is an Economist with more than Seven years’ experience in policy-oriented research, advocacy, and project management. She holds a Master of Arts in Public Administration and Management from Uganda Christian University and a Bachelor of Arts in Economics from Makerere University. Irene has worked in the banking sector, civil society and consulting. Her areas of interest include, public financial management, decentralization and service delivery, and equitable access to education.

Babyenda Peter is a PhD Economics candidate at the University of Nairobi, Kenya and has over 8 years experience in Policy and Development Economics Research and lecturing. His areas of specialization are Experimental and Behavioral Analysis of both Microeconomic and Macroeconomic aspects such as Environment, Agriculture, Forestry, Climate Change Adaptation and Welfare. Beyond these, Peter is an enthusiast of field surveys, econometric analysis, proposal and report writing, fundraising, financial and economic analysis of projects, stakeholder analysis and feasibility studies. Babyenda Peter has about five peer reviewed research publications. A number of policy briefs and many newspaper articles. He has also been a member of several consulting teams including the resent design of the Second National Strategy for Private Sector Development in Uganda, Empirical analysis of the Youth Employment Projects and their Impact in Uganda and Evaluation of Universal Primary Education (UPE) among others.

Rashid Ahimbisibwe is a social scientist with over 8 years’ experience in Research, Monitoring and Evaluation and Project Management. He holds a Bachelor of Arts (Social Sciences), Makerere University, Kampala, Uganda., Post graduate diploma in Monitoring and Evaluation (UMI), Kampala, Uganda. and Master’s in Management Studies (MMS), Uganda Management Institute (UMI), Kampala, Uganda. Rashid is a highly enthusiastic individual with superior work ethics with experience in handling multiple projects simultaneously. Experienced working in fast-paced environments demanding strong leadership, organizational, communication, and interpersonal skills. Highly skilled in tracking details, communicating deadlines, and following up with internal and external partners to ensure on time completion within budget and reporting.

Alex Aliga, PhD (Candidate) is an economist with 10 years’ experience in Economic Research, Policy Analysis and Projects Management. Alex holds a master’s degree in Economic Policy and Planning and is in the advanced stages of completing his PhD in Economics at the School of Economics, Makerere University. He has high analytical skills and a wealth of experience in both quantitative and qualitative research methodologies and writing. He has conducted country and cross-country research and consultancies for USAID, IDRC-Canada, The World Bank, Merck international, Development pathways and Government of Uganda. He is one of the co-principal investigators for a 3-year IDRC funded project titled “Supporting parenting care corners in markets to reduce unpaid care work for the vulnerable business women in Uganda” He has travelled widely in undertaking research activities and he is highly proficient in STATA, familiar with Survey CTo and World Bank’s Survey solutions. His research interest is mainly in Health Economics, Labour Market and Welfare outcomes, Environmental Economics (including climate change and natural resources management), and Impact evaluations.
